Member Alert – Responding to Requests for Agenda Materials by Email
The Brown Act has long required districts to permit “standing requests” for meeting agendas or agenda packets to be mailed to the requester at the earlier of agenda posting or distribution of the materials to a board majority (Brown Act, Government Code section 54954.1). Boards could establish a fee for mailing the agenda materials. The requests were valid for a calendar year, to be renewed each January 1. Requesters are no longer required to wait for the mailman, and can request response by email.

AB 2009 – Interscholastic Athletic Programs commencing July 1, 2019, if a school district or charter school elects to offer any interscholastic athletic program, the school district or the charter school shall acquire at least one AED for each school within the school district or the charter school.
In addition: AB 1766 – Swimming Pools: Public safety All Public Swimming Pools, where admission fees are charged, must now have an automated external
defibrillator onsite commencing January 1, 2019.

Member Alert – Cal/OSHA Form 300A
On November 6, 2018, the Department of Industrial Regulations (DIR) released the California Occupational Safety and Health Administration’s (Cal/OSHA) emergency regulation that requires certain employers to electronically submit Form 300A on occupational injuries and illnesses. Local educational agencies (LEAs) with over 250 employees and LEAs with between 20-249 employees that provide school bus transportation must electronically submit their Cal/OSHA Form 300A for calendar year 2017 by December 31, 2018.
Member Alert – AB 1747: School Safety Plans
This bill requires: the schoolsite council to additionally consult with a fire department and other first responder entities in the writing and development of the comprehensive school safety plan and would require the comprehensive school safety plan and any updates made to the plan to be shared with the law enforcement agency, the fire department, and the other first responder entities. By expanding the responsibility of a school district or county office of education with respect to the development of a comprehensive school safety plan, the bill would impose a state-mandated local program.

The 20-21 SISC Memorandum of Coverage excludes insurance protection for COVID-19 related illness/claims. This is a statewide burden on schools. Insurance pools did not have the need to provide coverage related to Organic Pathogens until now.
